Native Land No Trust Board

The statement of Acting General Manager of NLTB Meli Beniuci that all native lands are safe and protected pursuant to section 4(1) of the Native Lands Trust Act, because all native lands are vested in the Board is feeble and unconvincing.

It is feeble and unconvincing because the interim Government has time and again showed its utter disregard for the rule of law in Fiji, so what exempts Board from being steamrolled into submission like all the others?

The current Board’s composition is illegal and unlawful since they were appointed after the coup by the interim Minister for Fijian Affairs.

Furthermore, the Board employs Meli Beniuci together with all NLTB staff and any disagreement with the Board would mean immediate termination.

We now hear of a recommendation by an Advisor from India to de-reserve all native reserve lands, which the Board is going to deliberate upon.

These are dangerous times for Mataqali members registered in the VKB. They need to wake up and seriously ponder the potential legal, social, cultural and disastrous consequences this recommendation could have on their mataqalis and the taukei people’s as a whole.

There must be full and proper consultation with the concerned Mataqali’s and where consent has been obtained, equitable market returns on investments with respect to land rentals and long-term training for Mataqali members to enable them to manage their own lands in the future.

The NLTB unfortunately can no longer be relied upon to protect Mataqali interests because it has failed in its fiduciary duties in the past. Furthermore, given the current political climate, the Board has not been able to convince the Mataqali’s or alleviate their genuine concerns, it has the moral fortitude to stand up to the interim government and uphold its fiduciary duties to protecting their interests.

Another major concern is the composition of the High Court and Court of Appeal by the interim Government with coup sympathizers, so any potential relief to be sought by a Mataqali would be an exercise in futility.

The only option for the Mataqali’s would be to unite & lobby, NGO’s and International bodies to their cause.

Ironically, it seems the late Ratu Mo Tuisawau had the last laugh, when he interpreted NLTB as the acronym for ‘Native Lands No Trust Board.’

    ”No Trust ”dina. With the current situation we are now in,the only trustworthy custodian of our land is the individual landowners themselves.

    Its every man for himself as far as the protection of our land is concerned.I dare the pig and his brain-washed goons to carry out Chodo’s mandate up north.

    I know Na Turaga Na Tui Cakau will fully support me in this ,but we would be even willing to form our own independent state rather than bow down to this pig and all his illegal policies.

    Vore,tamata ulukau.Qarauna tiko na gata o susuga tiko qori.E na wele toka ga o koya,o na sauma o iko na kudru ni vanua.

    when you are face with a gun barrel ,it would be rather difficult to stand up for your right as an individual or corporate company.Basically we have the law of the jungle at hand under the guise of our constitution.

  5. anon Says:

    The iIG has no regard for the rule of law as they have taken over the government without regard to it. By the authority of the gun they have seized power and are imposing their will on the people. ..in these circumstances, nothing that is protected under the law is safe as they are the law. They can change it as it suits them …easy as we have seen so far… I remeber earlier in the RFC days, I was saying that, the iIG will neutralise all Fijian institutions, & they will engineer an economic collapse that will legitinmise/justify their introducing drastic measures “to save the country” by nationalising native lands (ie acquire(or leae or whatever… by the state) and move the owners to special reserves, as these have happened in many 3rd world countries all over the world especially in S.America before…to make way for national development (they did it in some parts of Fiji too during the colonial days..as in RKS as was highlighted in the papers some 3 or 4 years back). By the look of things they are getting there. If Fijians allow them to go on unchecked, they will surely get there..very soon… nothing will stop them..not UN agreements and declarations, not our national laws, nor the court orders, nothing relating to rules and laws & trust that is…

    There is another option Tui .
    Annihilation of this regime and it’s immediate supporters in the IG .

  7. Tui Says:

    There is something profound to ponder on for the weekend folks. At a time when we looked to those we run to for help, it would seem that no one is willing to help. What has happened to New Zealand? What has happened to Australia? What about the US? Maybe they have bigger problems to sort out. Who cares about little Fiji? Is it true they don’t care about us? How can we run to the US when at this very moment it is massacring thousands of women and children in Iraq? The 1984 US military manual defines terrorism as “the calculated use of violence or threat of violence to attain goals that are political, religious or ideological in nature. This is done through coercion, or instilling fear.” We ask the US, New Zealnd and Australia, why have their government not taken a tougher stand against Voreqe? Why have they not condemned this illegal regime in the toughest term and called a spade a spade! Maybe they too have many skeletons to hide? Perhaps that is what’s happening to our leaders in Fiji.
    It is now clear for the world to see the hidden agenda of the chodopus. It is now clear to Fijians what we have always feared all along. The very people that we have been looking after after all these years are turning and biting the hand that’s feeding them. De-reserving native land will mean that some villagers can be leased. Some sacred sites and Fijian burial grounds can be leased! All good lands have been leased out! Some lands that were classed as “public land” by the NLTB and given to CSR have now been classified as freehold land. Ask the Fijians living between Lautoka and Sigatoka. How did these native lands become freehold? Ask the Kai Suva how did their native lands become freehold in Suva? Ask the Tui Lami how did his native reserve which was given as “kanakana” to the Tui Suva become freehold!? The answer lies with the NLTB. The institution that was setup in the first place to cater for foreigners first, and landowners last! Make no mistake folks, this is not just a proposal!. This is the ultimate objective of the choddo. After all why suggest it in the first place?That is the reality we have been living with as kai Viti. Because of out laid-back attitude, because of our accommodating spirit, because of our humble and caring hearts, we have been robbed blind!
    Wake up Fiji, and stand up for your rights. Above all, do what is right!
    Blessed Weekend.

    Meanwhile where is the recently appointed GM/NLTB? We have someone acting in his position. Does this mean that he has already taken leave after only being appointed to the position?

    Damn.. this rot continues.

  9. Tui Says:

    GM/NLTB is in New Zealand undergoing medical treatment. Word from NLTB staff is his illness is a mystery to the people at Greenlane Hospital. They can’t find what’s wrong with him but his case is not good. Don’t these people know that when you mess with Fijian land you get punished for it? Well Vore’s day is coming too. That goes for all his illegal IG thugs. Their day is coming very very soon. Stand by people, things will get really interesting in the next day. Read the name of the tax evader-minister reveled for the first time in the papers tomorrow! Chodopus will be front page on the Fiji Times and SDL will make a public statement too. Hooray, after that the fun begins! Freedom is at hand folks!

  10. tagimaucia Says:

    Thanks for the piece of info on the GM/NLTB. Mmmmysterious!
    Didnt the previous GMs vanish the same way? E ka galugalu na qele.

    Gosh.. this blog is gooooood!

  11. lauan boy Says:

    apart from the NLTB….staff of lands depts hav for yrs been subject to mysterious illnesses and accident.

    the only way to survive is to admit and soro big time to the fijians.

    dou na mate mai like the many soldiers who die mysteriously weekly.

  12. Budhau Says:

    I think they should get rid of NLTB, hire G.Lal & Company and let them collect the rent for the landowners and they will probably do a better job and do it for around 4% compared to what NLTB collects from the landowners -15% (used to be 25%).

    BTW – Is it true that the NLTB took some Vanua Levu landowner to court because the landowner was not paying rent on his on native land. The land that was taken back from some tenant. The reason for not paying rent – zero production, no money. I guess if you are a landowner and you decide to rent your land – you gotta pay rent on it – so that the NLTB can take its 15%, pay everyone elses cut – all them chiefs upline – and finally get about 50% of the rent money back to the Mataqali.

    in a vanua clean up people have to go. incapacitating sickness, funerals etc etc etc etc. it goes on and on until the vanua is totally purged off its enemies, internal and external.

    thats the way it is. thats why all itaukei are sitting patiently.

    they know whats happening.

    if you look at the way Rambo is talking, you will understand whats going on. Rambo knows. he is one of the guys who sailed that line very close to the edge in the past, but he knew where to draw the line – he always presented his matanigasau whenever he came close to the edge.

    these guys in the regime have stepped over the edge.

    and there’s no coming back.

    this thing is heading for its bitter finale – for them.

    ~~~~~~~~~~~~~~~~~~
    i don’t see any point in talking to the regime. they have set their minds to what they want to do – my view, is to let them hit the vanua head on – let them kick the spear – its going on with the soldiers now and after the soldiers it will go to these regime people, one by one – and none of these soldiers or regime people or their board appointees or anyone else will get away from it – it is hitting the soldiers and their families now – and it will get to them all, one by one.
    i think its good to have this thing happen, and we should now leave it be and let these people taste the spear and know that there is a spear – let the vanua spear clean this thing out. once and for all.
    the more the itaukei chiefs engage with the regime through Court cases and the rest of it, the slower this thing will be cleaned up – because they are only getting in the way and delaying things – cases, dialogue and discussions and meeting is for the Western way of doing things.
    vanua law only knows one way – its spear.
    everything the regime does will end in confusion and failure.
    if we want a fast clean up – koya e gata qai kati kina ka kana na mata ni moto ia meda dabe ga vakamalua ka sarasara.
    thats the itaukei way.
    its how the vanua cleans things up.
    ~~~~~~~~~~~~~

    there’s no point talking because we are talking to the walking dead – thats whats happening here – there’s no point talking to the walking dead.

    the old warriors did it by a practice they called Kuvu tavutavu – where they had the “walking dead” watch as they roasted their limbs and ate it before their eye’s – Tanoa Visawaqa was notorious for that practice – what they used to do was bring in the “walking dead”, chop off an arm or cut out pieces of the thigh or the ears and roast it over an open fire/hot stones as the walking dead watched his body part being cooked and eaten – they chopped off an arm and roasted it from the elbow with the veins still sticking out, as the blood coagulates it dripped – and that blood was drunk and the arm eaten before the person whose arm was being eaten – that person watched as they roasted/ cooked his bodypart, part by part until he was dead and there was nothing left. kuvu tavutavu. walking dead.

    thats what “walking dead” means. it was punishment for transgressions of the worst kind – against the vanua.

    the warriors just quietly roasted the guy bodypart by bodypart and ate him as he watched alive – cutting bits and pieces off, piece by piece and cooking it and eating it until there is nomore and the guy is dead.

    let them go on their way and let them be.

    you don’t understand us xtali – when our ancestors laid down the foundations of a house they killed people and blooded the foundations and buried those people in the foundations – when they commissioned a new vessel they blooded it over dead bodies – everything (event) of serious gravity of this magnitude in the vanua is blooded with madrali.

    even when we accepted the lotu it was blooded. there are churches in this country whose foundations sit on the skeletons and skulls of those who were blooded – those who stood against the vanua were blooded as the madrali for that upheavel.

    what FB is doing will have to be blooded. there will be madrali. his own soldiers and his own regime people are that madrali.

    thats just the way it is.

    and then there will have to be dranumi – and he doesn’t have any dranumi or power (Sau/Mana) to protect his people – thats why his soldiers are dying at the rate of two and three a week and even his bodyguards are dying and falling into paralysis – and all he can do is run to an Indian hospital for help – that Indian hospital will only be a waste of money.

    thats the way of the vanua. the way of our ancestors.

    the way of the itaukei.

    there’s no two ways about that.

    this is now a vanua clean up.

    the Church cannot protect FB or his people because what they are doing is not within the realmn of the teachings and beliefs of the Church – it is unGodly – the regime has killed innocent people and tortured many more and broken the law itself. they can pray all they want and talk to their priests – it won’t make an iota of difference – they are playing in the realmn of the old vanua rules and over there the old ways apply.

    a vanua clean up is not done in the western way – it never is – because it has its own way – the old way.

    when the warriors of old went out to kill chiefs (assasinate) they took dranumi before they did what they had to do because they knew that everything had to be blooded and everything had to have dranumi – drau ni lata damu, drau ni sasaqulu, drau ni uci etc etc etc they knew how to prepare the drau ni kau and what spirits to call for which way to point of the tanoa and where to put the shell and which way to face it – everything about the occult they knew inside out – they called the spirits and prepared its yaqona before they went – they prepared themselves for it because they understood the way of the vanua – they understood its laws and its spiritual order – they understood the consequences of events of that gravity and the “backlash” that comes with it – when you do something at the level whether to disrupt the existing social order or to someone, it will always come back at you in the vanua – those spirits call for their pound of flesh – the highest level of bati were assasins, black magicians and warriors – and as bati they had to know these things, because the system they operated in (the vanua system) was set up that way – the most lethal exponents of these things were the Sau Turaga, the Vunivalu and the Bete/Batileka – who are the highest ranking in the traditional itaukei warrior classes and who led in war.

    the restless spirits of those old departed warriors still roam these lands – they haven’t left – even with Christianity. some yavu in this country, at night, you can hear the footsteps of warriors (bati) around the perimeters – even in the day time if there is too much noise in the village these warriors come out and make a racket – sounds of clubs smashed against walls etc etc etc – it still happens even today xtali.

    some yavu can’t be crossed or even approached by people other then the blood lineage who are of that yavu because of sickness and deaths that happen to people who are not of that blood lineage when they cross or trepass these yavu.

    even today in the Fiji Museum they have to keep some warclubs apart – because the clubs start attacking eachother if they are in sight of eachother – i am not joking about this thing or pulling your leg xtali. its actually something that happens in the Fiji Museums storage room.

    today Russian and Chinese Special Forces as part of their training go into that “other world” too – in the Russian Special Forces, its the highest level of their training – with Spetznaz and their Alpha Brigades – so its not something “voodoo” xtali

    it exists.

    we will only witness deaths and kicking the bucket and confusion in the ranks of the regime – just as is happening now – their plans will not succeed – these guys are playing around with a spiritual order and a social system that has been 3000 years old in the making – and they don’t even begin to scratch the surface on understanding its spiritual depth.

    thats why there’s no point talking.

    i don’t bother anymore because i know where this thing with regime is going – its heading nowhere, only in confusion and more confusion in their ranks and the vanua clean up 😉

    just let it be. what will be will be.

    read today’s Fiji Times real jack
    and tell that to FB and his officers and ranks – hospital visits and funerals are now an every week thing for them at QEB – his trip to India to sort out the hospital for the desperate situation they are in, healthwise, is a waste of time and money

    his guys are going. hospital or no hospital.

    the two ranked guys in the deployment for Sinai who were supposed to have lead the next lift kicked the bucket a few days ago – the Captain who was supposed to lead it and the Sergent who was his NCO – FB’s trusted and handpicked men -the guys who form the backbone of his hold over the RFMF – they are going in two’s and three’s. week by week.

    every single one of FB’s trusted men.

    after that is done and dusted it will go to his cabinet members, his board appointments and his trusted permanent secretaries and advisers.

    one by one. they will all go, one way or another.

    thats the way of the vanua. nothing new. nothing unsual.

    read today’s Fiji Times and learn.
    ~~~~~~~~~~~~~
    what makes you so sure he isn’t xtali ?;)
    kuvu tavutavu – he is experiencing it and he can’t do anything about it – not even the Doctors can do anything about it – the Doctors in India, the Doctors at the Millitary Hospital – even the RFMF Reverend Chaplain who does all the praying group sessions with him and praying over him every week – the Reverend can’t do anything about it because the person he is praying over is outside Gods law – he and his men are in the realmn of the vanua where the vanua laws apply.
    FB and the RFMF officers are going to every church in this country asking for prayer – but NONE is strong enough simply because FB and the RFMF have done wrong – and no amount of petitioning God or trying to manipulate God or play russian roullete with God will make his face to shine upon them.
    they are in the realmn of the vanua and totally exposed to its laws. they chose to play by these vanua laws.
    thats how it goes – its a torturous, expensive and painful process – when all the insurance runs out, all the money has been completely wasted on the medical bills and there’s literally NOTHING LEFT, then you will go. you will go without leaving anything.
    you will leave only a mountain of debts.
    kuvu tavutavu. everything is torn apart piece by piece and you will live in a torturous and painful and stressful agony and worry and no peace and confusion and the body wracked in sickness but you will not go until there is nothing left for you to bequeth- and then you will go.
    its happening to all of them. ALL OF THEM xtali.
    and its happening now.
    the new soldiers sign up and it will hit them to – and when it hits the soldiers it hits their families too. just fodder.
    this is what the itaukei of old call “vei lecavi qaqa”. who is the more powerful ? a face off between the Vanua and the RFMF regime.
    who remains standing and who goes out in coffins and hospital beds and confusion.
    if they hire 10,000 soldiers tommorrow they will have 10,000 new fodder for the vanua spear – together with their families.
    the vanua doesn’t distinguish between the offender and his/her descendants – it also hits the descendants.
    the vanua can go on with its spear for the next twenty generations following these soldiers’ descendants – and thats nothing new – its just the way it is.
    you see xtali, this thing is operating on the vanua level – and its a totally different set of rules – its the way of the vanua.
    The regime is beaten gdev
    in case you have not noticed.
    If they were acting in the interest of Fiji, they would retreat and cut their losses.
    But the regime is led by two hopeless egomaniacs, one Indian and one Suva bred kaisi wannabee Part-European, and they have pitted themselves against 3000 years of Fijian culture, not to mention human rights and due process, determined to wipe it from the face of the Earth. They cannot win. Two flies in the tea. All they can do is try to save themselves by squirming, offering denials and selfish gazetted proclaimations, and hoping for the best as they head for Naboro. But according to Jack, even retreat is probably too late.
    I wonder if the city boy fake Fijian fake PM even knows what is coming. One disadvantage of religion is that is sometimes enables people to be delusional or delude others and think they are chosen by the Almighty for a mission.
    Lets just see what Voreqe thinks he has up his sleave. More delusions, excuses, and threats against freedom by Teleni, no doubt. Perhaps he will find a Hindu solution to stand up to the Vanua.
    Interim PM expected to make statement
    Publish date/time: 22/02/2008 [12:57]
    Native records safe: Tagivetaua
    Saturday, February 23, 2008
    Native Lands Commission records are accurate, safe and cannot be tampered with, says Chairman Ratu Viliame Tagivetaua.
    “We have three copies of NLC records with us — the book (hard copy) and you have it on the computer and the other copy is stored in micro-films,” he said.
    “With micro-films of our records, no one can tamper with them and we have our back-up.”
    Ratu Viliame maintained he had not been told of the audit team led by Colonel Apakuki Kurusiga occupying their office in March.
    “As far as I know, I have not been informed by the Permanent Secretary for Fijian Affairs on that,” he said.
    “I don’t have any comments to make on that audit team.”
    Col Kurusiga said they were in final stages of the Fijian Affairs Board investigation.
    “Next month, we will be compiling our report from our findings at FAB before moving to NLC,” he told this newspaper yesterday.
    He could not say when exactly they would move to the NLC office at Suvavou House.
    You know when NLTB became Native Lands No Trust Board.
    When our good friend Rabuka came around and and put in his nephew Qarikau incharge and later it was Qarase got his partner in crime NBF days Bakani.
    The last time I laughed at that joke by late Ratu Mo Tuisawau about NO Trust was when the NLTB was going around asking for $5 million form Qarase.
    OK …so lets blame the tenants for not paying the rent. Isn’t it the NLTB’s job, their main function, to collect rent – and when was the last time this had happened before 1990.
    If my property management company tells me that they can not collect rent – I first fire the tenant, then I fire the property management company.
    Hey people anyone knows the year Rato Mo Tuisawau died?
